Raw events remain ordered and the derived states reconcile correctly, but the current-state table refreshes hourly. I think “stable” is too strong for five early cohorts and “low” is unsupported without an agreed benchmark. A service account consumes a licensed seat only if Acme creates a standalone Helio login; the two possible service accounts are therefore not committed demand, but would bring the requirement to 32 if both were created. Include the arithmetic and pricing: 32 seats × $500 per seat per month × 12 months = $192,000 annually, and 36 seats × $500 × 12 months = $216,000 annually.
