Stale, unresolved, or conflicting required state still creates a visible field-specific hold, while current active Customer Success adoption or renewal work still suppresses the nudge under the shared contract rather than through Ines’s discretion. Owen retains the routine exception ledger and operating explanation. Daniela retains engineering release and rollback control, and Ines gets no engineering release-control access. I retain disputed semantics, cross-surface consequences, customer corrections, incident stops, state-changing, ambiguous, exception-heavy, and executive-claim authority. This decision applies only to routine CS auto-nudge messaging-state review and guidance: it does not grant closure authority across Helio Start, Expansion Assist, or lifecycle preflight, change Ines’s lifecycle-send release limits, add a fifth consumer, or expand the four-consumer scope.
