The revised metrics-router PR now parses and compiles the candidate before taking the publication lock. In the 12,000-route benchmark, concurrent-serving p99 rises by no more than 3.4 ms during candidate construction, and the publication critical section lasts 0.7–1.1 ms. A malformed candidate leaves the prior active generation unchanged, and the concurrency regression shows readers see either the complete old generation or the complete new one, never a partial candidate.

Review this against the authorization, provenance, retention, delivery, exclusion, auditability, and failure-mode questions we already established. Identify the blocking gaps and draft a concise response to Iris without authorizing implementation or customer access; CSV export remains unavailable and unpromised.

This should close the staging review without authorizing a production release.

The revised Cardinality Guardrails preflight labels sampling as `sampled` and `non_authoritative`, and sampling cannot return a production pass. The production gate scans all 12,400 records; it deterministically rejects record 12,001, records the offending index and bounded-rule violation, and labels the audit result `complete`.

Review the revised implementation and tests on `thread_20250428_guardrails_sampled_preflight` and approve it if full candidate coverage is mandatory for a production pass, invalid records fail deterministically with an index, and audit output unambiguously distinguishes complete validation from sampled diagnostics.

Anya has one narrow engineering-boundary question before North Pier’s six-week measurement period ends May 12. A single release candidate was regenerated twice against the same canonical-package version after a handoff correction, and her approved deduplication key is team, release candidate, and canonical-package version. Explain how the key applies: whether those generations are one deduplicated observation and how to preserve evidence of the handoff correction without inventing a second adoption record. Leave the report and interpretation with her; there are no closing totals yet.
